Message from chairperson

Shiva Sharma Paudel is an accomplished professional with over 25 years of experience in engineering, project & contract management, and public administration. He has worked in both national and international settings, delivering results in infrastructure development, institutional leadership, and sustainable growth. Currently serving as the Chairman of Himalayan Whitehouse College of Law (HWCL), he provides executive leadership focused on institutional growth and academic excellence. His governance roles extend to the Board of Directors for the WhiteHouse College of Management and Technology (WHCMT) and the National Institute of Engineering and Technology (NIET).

A seasoned International Civil Servant, Mr. Paudel’s global expertise includes over a decade with the United Nations, notably serving in the International Criminal Tribunal for Rwanda (UNICTR) and the Mechanism for International Criminal Tribunals (UNMICT). In these capacities, he led complex legal and administrative operations, including liquidation of ICTR Kigali office, the management of mission-critical contracts. Additionally, he managed the technical and commercial execution of project contracts for the World Bank Group, Nepal.

Mr. Paudel’s academic credentials include an M.Phil. in Public Administration, an MBA, and a Bachelor’s in Civil Engineering. For his outstanding achievements, he was honored with the prestigious “Nepal Vidhya Bhushan-B” by the state.
